Description
A large, metropolitan city that is largely populated. The streets are always filled with cars and there are always pedestrians.

To house many heroes and villains within the Voyage Universe
Description
Riot City is credited as the single most crime infested city in America. The police are either too afraid to challenge the criminals or they are corrupt. Gangs, Drug Dealers, Rapists, Thieves, and so-on run the streets. The cityscape alone is bleak and depressing.

Description
Harvester City is one of the more crime infested locations in the world. Unlike most of its competition, however, it is a leading distributor of SUPER-crime. The criminals running this city are frightening individuals. The only beacon of sure hope has been The Watchman who has also been seen largely as a menace.
